Stakeholders

Overview

The APEX Platform brings together a broad network of government, private sector, civil society, and development partners to strengthen evidence-based decision-making and accelerate implementation of Uganda’s National Development Plans (NDPs).

Each stakeholder plays a distinct yet interconnected role in ensuring that government policies, programmes, and projects deliver measurable results that improve the lives of citizens.

This page highlights the key institutional actors, their roles, and how they collaborate within the APEX Framework.

Office of the President

Role: Convening and Oversight

The Office of the President provides political leadership, coordination, and overall supervision of the APEX Platform.

Through the Directorate of Socio-Economic Monitoring and Research (DSEMR), it:

  • Oversees performance monitoring of priority government programmes.

  • Coordinates evidence synthesis and presentation to the APEX Forum.

  • Manages communication of Executive Decisions and ensures follow-up with MDAs.

  • Provides the Secretariat functions and convenes all pre- and post-APEX activities.

National Planning Authority (NPA)

Role: Strategic Planning and Evaluation

The NPA ensures that APEX deliberations and decisions align with Uganda’s long-term development goals as articulated in Vision 2040 and the National Development Plan (NDP III and IV).

It supports:

  • Programme performance reviews and results measurement.

  • Policy coherence between APEX findings and the planning framework.

  • Evaluation studies and development of indicators for national performance tracking.

  • Technical backstopping to the APEX Secretariat in evidence synthesis.


Office of the Prime Minister (OPM)

Role: Government Performance Coordination

The OPM leads coordination of government programmes and ensures that APEX Executive Directives are integrated into sectoral performance reviews and follow-up mechanisms.

Functions include:

  • Oversight of sector performance review processes.

  • Alignment of APEX outcomes with the Government Annual Performance Reports (GAPR).

  • Convening cross-sectoral coordination meetings.

  • Monitoring the implementation of presidential and cabinet directives.

Ministry of Finance, Planning and Economic Development (MoFPED)

Role: Resource Allocation and Fiscal Accountability

The MoFPED plays a critical role in linking APEX decisions to the national budgeting process.

It ensures that:

  • National budgets reflect APEX priorities and performance lessons.

  • Resource allocation is guided by evidence and results.

  • Fiscal discipline is maintained to support impactful programme delivery.

  • Financing reforms are aligned with development outcomes discussed in APEX sessions.

Ministry of Public Service (MoPS)

Role: Human Resource Performance and Accountability

The MoPS provides institutional support for integrating performance management systems into government operations, ensuring accountability and rewards based on APEX-reviewed results.

Its specific contributions include:

  • Managing the Reward and Sanctions Framework.

  • Aligning institutional performance contracts to APEX outcomes.

  • Strengthening service delivery standards across the civil service.

Ministry of Local Government (MoLG)

Role: Decentralized Implementation and Service Delivery

The MoLG bridges national policies with local government implementation.
It ensures that APEX directives are cascaded to districts and municipalities through:

  • Coordination with Local Government structures and RDCs.

  • Strengthening reporting mechanisms from local to national levels.

  • Supporting community participation in monitoring service delivery outcomes.

Uganda Bureau of Statistics (UBOS)

Role: Data Management and Official Statistics

UBOS is the primary source of statistical evidence used during APEX reviews.

It provides:

  • Reliable data for tracking performance indicators under NDPs.

  • Analytical inputs to performance evaluation and reporting.

  • Data quality assurance to maintain integrity of evidence presented to APEX.


The APEX Platform was established to address these challenges by institutionalizing a systematic and high-level results dialogue within the government machinery — where decisions are informed by verified evidence and outcomes from performance monitoring.

It is a strategic mechanism to bridge the gap between evidence generation and executive action, ensuring that policy decisions lead to improved service delivery and developmental impact.

Cabinet Secretariat

 Role: Policy Integration and Decision Support

The Cabinet Secretariat ensures that APEX recommendations and executive directives are integrated into government policy agendas.
It facilitates:

  • Policy harmonization between APEX outcomes and Cabinet decisions.

  • Follow-up on Cabinet instructions that align with APEX resolutions.

  • Documentation and dissemination of policy outcomes for national adoption.

Operation Wealth Creation (OWC)

Role: Think-Tank and Implementation Support

OWC, under the Office of the President, provides insights and on-the-ground intelligence from government programmes across sectors.

It contributes to:

  • Evidence gathering on programme performance.

  • Feedback from citizens and communities.

  • Technical and logistical support to APEX field studies and evaluations.

Internal Security Organisation (ISO)

Role: Verification and Intelligence

The ISO supports the APEX Secretariat by providing intelligence-based verification of reported results and identifying implementation bottlenecks that may not surface in routine M&E reports.
It helps ensure that APEX deliberations are grounded in accurate and verifiable information.

Resident District Commissioners (RDCs)

Role: Field-Level Oversight

RDCs act as the President’s representatives at the district level and play a vital role in monitoring service delivery, verifying field performance data, and reporting to the APEX Secretariat.

They serve as the direct feedback channel from citizens to the Presidency.

Development Partners, Civil Society, and Academia

Role: Knowledge Generation and External Oversight

These non-state actors enrich the APEX Platform with diverse expertise, independent analysis, and accountability perspectives.

They support through:

  • Conducting research and independent evaluations.

  • Sharing innovative approaches and global best practices.

  • Providing technical assistance for M&E capacity building.

  • Enhancing transparency through public participation.

Private Sector

Role: Partner in Implementation and Service Delivery

The private sector is a key stakeholder in translating APEX decisions into real economic outcomes.
It contributes by:

  • Investing in priority sectors identified through APEX reviews.

  • Offering innovation and efficiency in service delivery.

  • Partnering with government on public–private initiatives.
